What a load of garbage, I could put my bare backside on this and sit comfortably as you can be sure it wouldn't give off enough heat to harm anyone. Not for heating large space obviously, but we found it ideal for our extension as the central heating doesn't extent that far. Cost per hour is based on using the heater on its highest setting as, following our testing, we think this is the setting you're more likely to use.
